Chapter I General Provisions
In order to strengthen and standardize the import of solid wastes as raw materials (hereinafter referred to as "waste materials") foreign supplier registration and supervision and management, according to "Import and Export Commodity Inspection Law Implementing Regulations," "imported Available solid waste as raw material inspection and quarantine supervision and management methods "(General Order No. 119), to develop the rules.
Article 2 The rules apply to foreign suppliers of imported waste materials the registration and supervision of management. Foreign supplier registration management, including the registration of acceptance, review, approval, change, renewal, daily supervision and management and other matters.

(Six) has a relatively stable source of supply, and the supply sources of environmental quality control measures;
(Seven) nearly three years have not been any major safety, health, environmental quality issues;
(Eight) to apply for registration with the Internet's ability to pre-shipment inspection and reporting, with appropriate radiation detection equipment and other infrastructure and inspection capabilities.
Chapter acceptance, review and approval
Article apply for registration of foreign supplier shall provide the following materials:
(A) through the "imported solid wastes as raw materials inspection and quarantine electronic monitoring system" to generate and print the registration application form (see Annex 1);

(Three) organizations, departments and job responsibilities instructions;

(Five) ISO9001 quality management system certification, or RIOS system, and color copies and related work instructions.
Submit written materials to be used in Chinese or foreign control text.
Article VII application for the registration of foreign suppliers must log in via the Internet, "imported solid wastes as raw materials inspection and quarantine electronic monitoring system" Submit application for registration. Success in the electronic application within 30 days after the application for registration of a full written materials submitted to the State Administration of Quality Supervision.

Article AQSIQ registration application received written materials from the date of 5 working days whether to accept the registration application to make a decision:

Article XI foreign suppliers of imported waste materials registration certificate is valid for three years.
Article XII AQSIQ according to the conditions of the working group on the assessment of the quality supervision and spot checks.
Chapter III changes to re-apply and continuation
Article XIII foreign supplier registration content changes, it shall within 30 days from the date of change in accordance with this Article VII, paragraph submitted to the AQSIQ electronic application and submit relevant written materials:
