由外国企业生产的、首次在中华人民共和国境内销售和使用的饲料和饲料添加剂。我国香港、澳门特别行政区和台湾省生产的饲料和饲料添加剂产品参照本要求登记。
《饲料和饲料添加剂管理条例》所称饲料，是指经工业化加工、制作的供动物食用的饲料，包括单一饲料、添加剂预混合饲料、浓缩饲料、配合饲料和精料补充料。
《饲料和饲料添加剂管理条例》所称饲料添加剂，是指饲料加工、制作、使用过程中添加的少量或者微量物质，包括营养性饲料添加剂和一般饲料添加剂。
需要办理并取得《进口饲料登记证,进口饲料添加剂产品登记证》的产品目录种类包括：
【1】配合饲料：包含宠物饲料等
【2】浓缩饲料：蛋白质补充饲料等
【3】添加剂预混合饲料：复合预混合饲料、微量元素预混合饲料、维生素预混合饲料等
【4】精料补充料：混合精饲料等，主要由能量饲料、蛋白质饲料、矿物质饲料和部分饲料添加剂组成。
【5】饲料添加剂：《饲料添加剂品种目录（2013）》（农业部2045号公告），包含：氨基酸、氨基酸盐及其类似物、维生素及类维生素、矿物元素及其络(螯)合物、酶制剂、微生物、非蛋白氮、抗氧化剂、防腐剂、防霉剂和酸度调节剂、着色剂色素、调味和诱食物质、粘结剂、抗结块剂、稳定剂和乳化剂、多糖和寡糖（未列入目录但生产国已批准生产和使用的饲料添加剂产品为需要评审登记的产品）
【6】动物源性饲料：肉粉、鱼粉、血粉、羽毛粉、肉骨粉、鱼油、虾粉、血红素蛋白粉、鱼溶浆等
【7】单一饲料：脂肪粉（植物来源）、饲料用灭活酿酒酵母粉、酶解大豆蛋白、发酵黄豆粉、马铃薯蛋白粉及其发酵制品、膨化豆粕、DDGS和DDG等及经特殊加工工艺处理的单一饲料产品；
【8】其他蛋白饲料、能量饲料及其混合物（不含大宗饲料原料，如棕榈粕、乳制品及其副产品等）
登记范围：进口饲料和饲料添加剂
1 饲料原料进口饲料登记证（单一饲料）feedstuff (single feed)：以一种动物、植物、微生物或矿物质为来源的饲料。
2 能量饲料进口饲料登记证energy feed：干物质中粗纤维含量低于18%，粗蛋白质含量低于20%的饲料。
3 蛋白质饲料进口饲料登记证 protein feed：干物质中粗纤维含量低于18%，粗蛋白质含量等于或高于20%的饲料。
4 全价配合饲料进口饲料登记证complete feed：应能满足饲养动物营养需要（除水分外的）配合饲料。
5 浓缩饲料进口饲料登记证 concentrate：由蛋白质饲料、矿物质微量元素、维生素和非营养性添加剂等按一定比例配制的均匀混合物。
6 精料补充料进口饲料登记证 concentrate supplement：为补充以粗饲料、青饲料为基础的草食饲养动物的营养，而用多种饲料原料按一定比例配制的饲料。
7 添加剂预混料进口饲料登记证 additive premix：由两种以上饲料添加剂与载体或稀释剂按一定比例扩大稀释后配制的预混物。
8 复合预混料进口饲料登记证 compound premix：由微量元素、维生素、氨基酸和非营养性添加剂中任何两类或两类以上的组分与载体或稀释剂按一定比例配制的预混物。
9 饲料添加剂进口饲料登记证 feed additive：指饲料加工、制作、使用过程中添加的少量或者微量物质，包括营养性饲料添加剂和一般饲料添加剂。
10 营养性添加剂进口饲料登记证 nutritive additive：用于补充饲料营养素不足的微量或少量物质。
11 非营养性添加剂进口饲料登记证 non-nutritive additive：为保证或改善饲料品质，促进饲养动物生产、保障饲养动物健康，提高饲料利用率而掺入饲料的少量和微量物质。
a.抗氧化剂进口饲料登记证 antioxidant：为防止或延缓饲料中某些活性成分被氧化变质而掺入饲料的添加剂。
b.防腐剂进口饲料登记证 preservative：为防止或阻止饲料发酵、腐败而掺入饲料的添加剂。
c.防霉剂进口饲料登记证 mould inhibitor：为防止饲料中霉菌繁殖而掺入饲料的添加剂。
d.调味剂进口饲料登记证 flavor enhancement：用于改善饲料适口性，增进饲养动物食欲的添加剂。
e.着色剂进口饲料登记证 color pigment：为改善动物产品或饲料色泽而掺入饲料的添加剂。
f.粘结剂进口饲料登记证 binder：为提高粉状饲料成型以及颗粒饲料抗形态破坏能力而掺入饲料的添加剂。
